Beware of Phillips Bay in Dr. Phillips

Homeowners in the townhouse community of Phillips Bay in Dr. Phillips filed a lawsuit against the builder, Deluca Homes, in 2007 due to mold, missing stucco, and patios that are not structurally sound.
